Emperor Pilaf

A diminutive blue-skinned imp with grandiose ambitions of world domination. Emperor Pilaf was the first major antagonist in Dragon Ball, endlessly scheming to gather the Dragon Balls with his bumbling sidekicks Mai and Shu, only to be thwarted by Goku time and again.
